இயக்ககம் அறிமுகம்

ஒரு மாநிலத்தின் பொருளாதார மற்றும் கலாச்சார வளர்ச்சிக்கு கல்வி ஒரு முக்கிய அடித்தளமாக உள்ளது. மாநிலத்தின் மக்கள் தொகையில் பெரும்பான்மையான மக்கள் ஊரகப் பகுதிகளில் வசித்து வருகின்றனர். மாநிலத்தின் சமுதாய முன்னேற்றத்திற்கு எழுத்தறிவு பெற்றவர்கள் விழுக்காட்டின் வளர்ச்சி முக்கிய காரணிகளுள் ஒன்றாக விளங்குகிறது. இதனை அடிப்படையாகக் கொண்டு, மாநிலத்தின் எழுத்தறிவு பெற்றவர்களின் விழுக்காட்டினை அதிகப்படுத்த குறிப்பிடத்தக்க நிதி ஒதுக்கீட்டை வழங்கி, கல்வி சார் மற்றும் இதர நலத்திட்டங்களை தமிழ்நாடு அரசு செயல்படுத்தி வருகின்றது.
முன்குறிப்பிடப்பட்டுள்ள சிறந்த இலக்கை அடைந்திடும் பொருட்டும், தமிழ்நாட்டில் கல்லாதவர்கள் இல்லாத நிலையை உருவாக்கும் வகையிலும், பள்ளி சாரா மற்றும் வயது வந்தோர் கல்வி இயக்ககம் 1976ஆம் ஆண்டு உருவாக்கப்பட்டது. 15 வயதுக்குமேற்பட்ட முற்றிலும் எழுத படிக்கத் தெரியாதோருக்கு எழுத்தறிவை வழங்குவதே இவ்வியக்ககத்தின் இலக்காகும்.
*இந்தப் புள்ளிவிவரங்கள் பின்வரும் மூன்று திட்டங்களில் உள்ள மையங்கள், கற்பவர்கள், தன்னார்வலர்கள் ஆகியோரின் மொத்த எண்ணிக்கையைக் குறிக்கின்றன.
சிறைவாசிகளுக்கான சிறப்பு எழுத்தறிவுத் திட்டம் 2019-20, பின்தங்கியுள்ள மாவட்டங்களுக்கான சிறப்பு எழுத்தறிவு திட்டம் 2019-21 கற்போம் எழுதுவோம் இயக்கம் 2020-21 குறிப்பிட்ட திட்டங்கள் தொடர்பான தகவல்களுக்குக் குறிப்பிட்ட திட்டப் பகுதியைப் பார்க்கவும். .

சாதனைகள் மற்றும் விருதுகள்

தமிழ்நாட்டில், 1978-79 முதல் 1981-82 வரையிலான 3 ஆண்டு காலகட்டதிற்குள் 10 இலட்சத்திற்குமேற்பட்ட எழுத்தறிவற்றோரை கற்றோராக்கிய செயல்பாடுகளை அங்கீகரிக்கும் வகையிலும், மாநிலத்தில் எழுத்தறிவின்மையை முற்றிலும் அகற்ற இவ்வியக்ககத்தின் வாயிலாக மேற்கொள்ளப்பட்ட முயற்சிகளை பெருமைப்படுத்தும் விதமாகவும், கடந்த 1982ஆம் ஆண்டு செப்டம்பர் மாதம் 8ஆம் தேதி அன்று யுனெஸ்கோ தலைமையகத்தில் நடைபெற்ற உலக எழுத்தறிவு தின கொண்டாட்ட நிகழ்வின் போது வழங்கப்பட்ட யுனெஸ்கோவின் “NADEZHDA K. KRUPSKAYA” என்கிற உயரிய விருதானது, பள்ளி சாரா மற்றும் வயது வந்தோர் கல்வி இயக்குநர் திரு. J.A. ரேயான் அவர்களால் பெற்றுக் கொள்ளப்பட்டது. கடந்த 2013, 2015 மற்றும் 2016 ஆகிய ஆண்டுகளில் வயது வந்தோருக்கான கல்வித் திட்டங்களில் சிறப்பான செயல்பாடுகள் மற்றும் பங்களிப்புகளின் காரணமாக மாநிலம், மாவட்டம் மற்றும் கிராம பஞ்சாயத்து ஆகிய நிலைகளில் தேசிய எழுத்தறிவு விருதுகளைத் தனது மகுடத்தில் தமிழகம் சூடிக்கொண்டுள்ளது. 2020-21ஆம் ஆண்டில் கற்போம் எழுதுவோம் இயக்கச் செயல்பாடுகளை சிறப்பாகச் செயல்படுத்திய 114 சிறந்த கற்போர் மையங்களுக்கு, பாராட்டுச் சான்றிதழ், கேடயம் மற்றும் பதக்கம் ஆகியனவற்றை உள்ளடக்கிய மாநில எழுத்தறிவு விருது வழங்கப்பட்டது.

Puthiya Bharatha Ezhutharivu Thittam 2022-2027

With the aim of making Tamil Nadu a fully literate state by 2030, a new program called “Puthiya Bharatha Ezhutharivu Thittam 2022-2027” is planned to provide basic literacy, numeracy and life skills in all 38 districts to all illiterate adults in the age group of 15 years and above . It is being implemented as a five-year plan with financial support in the ratio of 60:40 from the Union and State Governments. In the year 2022-23, as a first phase, 5,28,000 learners are being imparted basic literacy, numeracy and life skills through 28,848 centers with the involvement of 28,848 volunteers.

1. Special Adult Literacy Programme for the Prisoners (2019-20)

In Tamilnadu state, Special Literacy Programme for the Prisoners was successfully implemented with the 100% fund support from the state Government in the 8 Central Prisons of Thiruvallur, Cuddalore, Vellore, Salem, Trichy, Madurai, Thirunelveli and Coimbatore and district Prison of Pudukkotai district in co-ordination with the Department of Prison at a cost of Rs.14.60 lakh.  A number of 1844 Prisoners have been benefited and attained their basic literacy under this special literacy programme whereas the target of this programme was only 757 Prisoners.

2. Karpom Ezhuthuvom Iyakkam (Padhna Likhna Abhiyan) (2020-21)

As per the Census 2011 data, a new adult literacy programme, Karpom Ezhuthuvom Iyakkam (Padhna Likhna Abhiyan) successfully implemented in all the districts of the state with the 60:40 fund sharing pattern between Union and State Governments respectively.  The prime aim of the programme is to provide Basic Literacy to 3.10 lakh adult illiterates in the age group of 15 years and above.  

New Primer and Volunteer Teacher Guide books have also been developed in co-ordination with TNSCERT and Contents of Learner’s primers linked with QR code for the first time in India. Moreover, Audio-Visual contents were telecasted through Kalvi Tholaikatchi for the benefit of the learners identified under the basic literacy programmes in the state. It is noteworthy that Tamil Nadu has achieved 100% target under the Karpom Ezhuthuvom Iyakkam across the country. 3.19 lakh learners have benefited and attained basic literacy through Karpom Ezhuthuvom Iyakkam whereas the target for this scheme was only 3.10 lakh.

Special Adult Literacy Programme in the Aspirational Districts 

In Tamilnadu, Special Literacy Programme is being implemented with 100% fund support from the State Government in the Aspirational districts viz, Ramanathapuram and Virudhunagar at an estimated budget of Rs.6.23 Crore.  Target of the scheme is 1,68,716 illiterate adults in the age group of 15 years and above. Of them, 40,288 learners have been benefited and attained basic literacy through the first batch of this scheme and it is planned to provide basic literacy to the remaining learners before the end of year 2022. 

Total Literacy Movement (2021)

As per the valuable guidance of the Hon’ble Minister for School Education and as a special initiative under Karpom Ezhuthuvom Iyakkam, Total Literacy Movement (TLM) is being implemented in Manikandam Block of Trichirappalli district on pilot basis.  The prime aim of this movement is to make Manikandam block as “Illiteracy Free Block” by providing quality Basic Literacy Education to the illiterate adults in the said block.  Total Literacy Movement (TLM) was inaugurated by the Hon’ble Minister for School Education on 20.07.2021.

A Door-to-Door survey conducted with the help of Primary and Middle school HMs, Teachers and Local Body representatives to identify illiterate adults. So far, a number of 7000 adults identified as illiterates under this special initiative.   Each one – Catch one – Teach one methodology is being adapted by utilising the volunteers to drive the Total Literacy Movement.
